The water that is trapped in the sediment the has built up at the bottom of the water heater. This happens in older water heaters and the water heater is not operating efficiently. You can try draining a few gallons off the bottom of the tank by attaching a drain hose to the valve at the bottom of the tank allowing it to drain for about five minutes.
